ONE Development appoints global contractor for the AI-integrated community
DUBAI – ONE Development has awarded the main construction contract for its flagship UAE project, Laguna, marking the scheme’s formal transition into full-scale construction.
The contract has been secured by Shaanxi Construction Engineering Group (SCEGC), one of the world’s leading international construction firms. The milestone signals a key delivery phase for what is positioned as a next-generation residential development in Dubai.
The appointment reflects ONE Development’s focus on execution quality, global standards and long-term delivery confidence through collaboration with internationally ranked contractors. SCEGC is ranked No. 12 on the ENR Top 250 Global Contractors list and brings extensive experience across large-scale residential, mixed-use and infrastructure developments in global markets.
Laguna
SCEGC’s selection follows a comprehensive evaluation process that examined technical expertise, governance standards, delivery capability and alignment with ONE Development’s long-term development strategy. The contractor’s track record in complex, high-density projects is seen as central to the delivery of Laguna’s design and operational ambitions.
Laguna sits at the centre of ONE Development’s portfolio as its flagship residential project in the UAE. The scheme is planned as the region’s first fully AI-integrated residential community, with intelligent systems embedded across smart home automation, building operations, amenities management and resident services. These systems will operate through a single, integrated digital platform designed to streamline both daily living and long-term building performance.
Smart living
The development comprises iconic twin towers connected by what is described as the UAE’s largest podium-level lagoon. The project is set within landscaped surroundings that combine open space, residential living and more than 40 amenities. The integrated masterplan is designed to enhance operational efficiency while shaping a lifestyle-focused environment supported by technology-led services.
An accelerated delivery programme has also been outlined, underscoring ONE Development’s emphasis on execution discipline without compromising construction quality. The partnership with SCEGC is positioned as a strategic, long-term collaboration that reinforces confidence in the construction programme and delivery schedule.
Sales momentum
Piling and enabling works are reported as 100 per cent completed, allowing mobilisation for the main construction phase. Market response has remained strong, with Phases 1 and 2 fully sold out and Phase 3 currently more than 50 percent sold. The sales performance reflects sustained demand as the project progresses through its major construction stage within ONE Development’s growing regional portfolio.
